Must satisfactorily complete local, state and national criminal history and fingerprint checks. Must have Florida Correctional Officer certificate and meet any other Correctional Officer requirements under Florida law. Successful completion of a pre-employment physical examination is required prior to employment. Applicants within six months of meeting the minimum education/experience requirement may be considered for trainee status. Correction Officer Certification required upon hire and must be maintained as a condition of employment; re-certification required every four years. Must successfully obtain the FDLE Criminal Justice Information System (CJIS) Certification within one month of employment or upon assignment which requires access to the Florida Crime Information Center (FCIC)/National Crime Information Center (NCIC). Certification must be maintained as a condition of employment; re-certification required every two years. This is Level One certification. Position Summary: This is responsible professional and supervisory work at the Work Release Center of the Department of Court Services. This is an emergency essential classification. Upon declaration of a disaster and/or emergency, all employees in this classification are required to work. An employee assigned to this classification is responsible for supervising the operations of the Work Release Center and includes the supervision of correctional staff to ensure efficient and effective program operations and security and control of resident inmates. Work is performed under the general direction of a higher level supervisor and is reviewed through conferences, reports, and observation of results obtained. Examples of Duties: ESSENTIAL JOB FUNCTIONS Exudes a positive customer service focus. Advocates building organizational culture through aligning decisions with core values including: integrity, honesty, respect, diversity, innovation, accountability and communication. Supervises and coordinates the activities of subordinate employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; conducting performance reviews; and conducting departmental training and orientation. Coaches, motivates and develops staff through current best practices for improving customer service, performance, and processes; ensures all staff meet annual training requirements. Supervises the day-to-day operation of the Work Release Center. Makes decisions regarding resident and custody related issues, complaints and enforcement of policies. Supervises and coordinates facility operation, security operations, case management activities of Correctional Counselors, and inmate disciplinary actions. Develops goals and objectives for program area in concert with a higher level supervisor. Sets priorities to achieve goals and establishes courses of action for self and others to ensure that work is completed efficiently. Develops and maintains policies, procedures for program area promoting evidence-based and core correctional practices; ensures implementation by staff and maintains compliance with Florida Model Jail Standards to ensure satisfactory annual inspection. Assists with managing program budget. Resolves physical and verbal conflicts when necessary. Prepares reports, correspondence, statistical data and other information as required by department management, FDLE and all components of the justice system. Analyzes statistical data and other reports concerning all aspects of the Work release Program and makes recommendations to department leadership based on studies. Supervises the compiling of case records and other reports in automated case management system and ensures the accuracy of all statistical reports. Coordinates activities with various criminal justice stakeholders and represents agency at meetings and conferences concerned with area of responsibility. Performs the duties listed, as well as those assigned, with professionalism and a sense of urgency. KNOWLEDGE, SKILLS AND ABILITIES Considerable knowledge of the principles, practices and procedures pertaining to the operation of a Work Release Center. Thorough knowledge of the methods and techniques of care, custody and restraint of inmates. Considerable knowledge of all federal, state and local legislative, regulatory and judicial requirements pertaining to program functions. Knowledge of current techniques, policies and procedures of inmate rehabilitation and detention including Motivational Interviewing and Core Correctional Practices. Knowledge and understanding of the attitudes and behavior patterns of persons under restraint. Knowledge of the operation of the criminal justice system and process. Knowledge of community resources available to clientele. Skill in the use of a personal computer for data entry, access and retrieval of information. Ability to manage conflict; deal effectively with others in antagonistic situations, using appropriate interpersonal styles and methods to reduce tension or conflict between two or more people. Ability to interpret and explain laws for application to policies for service delivery. Ability to plan, assign and supervise the work of professional level employees, select and develop a capable staff, enforce disciplinary procedures and effectively appraise employee performance. Ability to react promptly and effectively in emergency situations. Ability to communicate ideas effectively, both verbally and in writing, and to prepare and organize written reports. Ability to serve the public and fellow employees with honesty and integrity. Ability to build partnerships, establish and maintain strategic and effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, age, sex, disability or political affiliation. Ability to plan, organize work and manage time effectively. Variation in standard hours or days will be necessary to supervise midnight shift workers. The noise level in the work environment is usually moderate.
